I decided some time ago to speak to Leviathan on the matters regarding the Legendary Summons. Unfortunately, my comprehension of Eidolon language is still limited, but I managed to understand enough. I may ask her to clarify the first part later once I improve, but she said they're not in her domain. Apparently, on each major continent, there are shrines hidden. Perhaps you could ask Ramuh or Shiva more about them, or even glean some hints as to where they might be?
